OASIS rules require that attendance be taken at each meeting. This serves several purposes:
Attendees must be noted in the Meeting Minutes for the permanent record.
There are three methods for determining voting rights:
Eligibility at first meeting: A Member must have joined the Technical Committee (that is, appeared on the TC Roster) no later than 7 days prior to a teleconference meeting, or 15 days prior to a face-to-face meeting, AND must be present at the first meeting.
Acquire voting rights: After attending two consecutive meetings, voting rights are acquired at the close of the second meeting.
Lose voting rights: After missing two consecutive meetings, voting rights are lost at the close of the second meeting.
Best practice: The Technical Committee roster should be updated immediately following the end of the meeting.
