Tracking Meeting Attendance and Voting Rights

OASIS rules require that attendance be taken at each meeting. This serves several purposes:

Attendees must be noted in the Meeting Minutes for the permanent record. 

Voting rights

There are three methods for determining voting rights:

Technical Committees that hold regular (at least monthly) Meetings

Eligibility at first meeting: A Member must have joined the Technical Committee (that is, appeared on the TC Roster) no later than 7 days prior to a teleconference meeting, or 15 days prior to a face-to-face meeting, AND must be present at the first meeting.

Acquire voting rights: After attending two consecutive meetings, voting rights are acquired at the close of the second meeting.

Lose voting rights: After missing two consecutive meetings, voting rights are lost at the close of the second meeting.

Best practice: The Technical Committee roster should be updated immediately following the end of the meeting.

Technical Committees that hold infrequent (less than two meetings in 60 days) Meetings

Eligibility at first meeting: A Member must have joined the Technical Committee (that is, appeared on the TC Roster) no later than 7 days prior to a teleconference meeting, or 15 days prior to a face-to-face meeting, AND must be present at the first meeting.

Acquire voting rights: At the close of the 60th day after becoming a Member or loss of voting rights.

Lose voting rights: After missing two consecutive meetings, voting rights are lost at the close of the second meeting.

Technical Committees that conduct business by Electronic Ballot only

Eligibility at first meeting: A Member must have joined the Technical Committee (that is, appeared on the TC Roster) no later than 7 days prior to a teleconference meeting, or 15 days prior to a face-to-face meeting, AND must be present at the first meeting.

Acquire voting rights: Voting rights are acquired by making written request to the Chair(s) of the Technical Committee, effective at the close of the 60th day following the request.

Lose voting rights: Failing to cast a ballot in two consecutive Specification Ballots results in a loss of voting rights.
